Niger Delta Basin Development Authority, NDBDA, located at No 21, Azikiwe Road, Port Harcourt, Rivers-State, is one of the 12 (Twelve)Rivers Basin Development authorities in the country. It is a Parastatal under the supervision of the Federa lMinistry of Water Resources. Currently wholly funded by the Ministry of Water Resources, Federal Government of Nigeria.
The Management of the Authority comprises the Managing Director, who is the Chief Executive and Chief Accountant of the Authority. There are four Executive Directors in the Authority. These are Executive Director, Administration and Finance, Executive Director, Engineering, Executive Director, Agricultural Services, and Executive Director, Planning, Investigation and Design (PID).
The River Basin Development Authorities were established in 1976 when the then Federal Military Government under the distinguished leadership of General Olusegun Obasanjo (RTD), promulgated Decree No 25 of 1976.
However, Niger Delta Basin Development Authority was established by Decree No 37 of 3rd August 1976. This Decree was later consolidated with the promulgation of Decree No 87 of 29th September, 1979. Decree No 35 of 1987 re-adjusted the boundaries to include eighteen (18) Local Areas in Delta State. In 1988, the Federal Government again promulgated Decree No 25 for partial commercialization of the River Basin Development Authorities with less dependence on Federal subventions.
The newly created River Basins were saddled with some specific functions such as development of Irrigation schemes for crops and livestock production; Decree No 35 of 1987 excised direct Agricultural Production from the functions of the River Basin Development Authorities, and redefined their statutory functions to Water Resources Development Agency.
Following this Decree all Agricultural Projects, dubbed Non-water projects, were sold off by the Technical Committee on Privatization and Commercialization (TCPC), currently known as Bureau Of Public Enterprises (BPE).
This new development implied that the Authority was now mainly concerned with the development of the Water Resources potentials of its catchment areas within the three states of Rivers, Bayelsa and 18 Local Government Areas in Delta popularly known as the core Niger Delta State of Nigeria
The Niger Delta Basin Development Authority is a service – oriented organization that is poised to meet the water – related requirements of stakeholders in the most satisfactory and cost-efficient manner with its focus on good quality water, sanitation and preservation of the ecosystem using proven technology and a well-motivated workforce.
To harness the nation’s water resources efficiently and effectively for multi – purpose use in an integrated and sustainable manner to meet the present and future needs of the Niger Delta Basin.

Objectives
The goal of the Authority as stipulated in section 4 of Decree No 35 of 1987, are among others:
* Development of both surface and underground water resources.
* The provision of Irrigation Infrastructure. Control of flood.
* Development of a comprehensive water resources masterplan.
* Collection of data on water (level) flow, rainfall and wind(Hydro-meteorological data collection.
* Ensure water quality management (pollution monitoring and evaluation)
* Widening the waterways, dredge sited canals (Canalization) and improvement of waterway.
* Preventing waste/loss of farm land by flood, wind and seawater(Erosion).
However, due to the current economic realities and the new policy thrust of the Buhari Administration in terms of commercialization of the RBDAs, the above functions have been received to incorporate the Agricultural functions hitherto excised.
The Authority will continue to adopt new strategies in carrying out its programmes and projects in order to be in touch with the current trend of events and achieve the goal of bringing the dividends of democracy to the people of the Niger Delta Region.
